Secondary services include Instructional Programs, Career Technology, Counseling and Mentoring, Driver Education, the Instrumental Music program and the Home School Program,. Secondary establishes, reviews and implements system-wide secondary policies and procedures, and prepares job descriptions and training. This Department also coordinates many other programs and activities, including Summer School, SAT summer workshops, and the Illinois High School Graduation Tests.

All units of study essential to high school graduation in the Emerald City School District must be earned in grades nine through twelve, with the exception of algebra and world language, which may be earned in grade eight. Building on the foundation provided to eighth grade students at the middle school level, the high school curriculum includes English, mathematics, science, social studies, world language, ESOL (English speakers of other languages), technical education, visual and performing arts, physical education, and special education services. The schools operate on a semester system with each semester independent in content and grading.

For parents who wish to Home School following specific requirements of the law, Emerald City Schools secondary program works cooperatively with them
